Place bulgur wheat in a bowl and pour 1 and 1/2 cups of hot tap water over the top of it. Let it rest for 30 minutes - all the water will be absorbed and the bulgar wheat will be soft. It may need slightly more water/time.
In the meantime dice the cucumber, tomatoes, and green onions. Place in a large separate bowl.
Mix together olive oil, lemon juice, salt, and pepper.
Once bulgar wheat is softened - add it to the vegetables.
